Please review the attached document before tonight’s Cabinet meeting.
* All Charter Partner Agreements are due by 12-31-22. Email them to Stacy Cummings. (fillable CPA attached)
* If you have units that have not started charter renewal, please call them ASAP. Those units might be dropping, and they need your help.
* Reach out to units who have initiated charter but have not modified their charter since November.
* Resolve all issues as they appear on the attached report. The issues report continues to grow as Stacy Cummings posts charters.
* Top issues include 1)Need Charter Agreement 2) Adults need YPT in 2023 3) Waiting for COR approval.
* If you do not have access to the issues report, please reach out to Stacy Cummings.
* Recharter closes on Saturday, December 31, 2022.
* Longhorn Council will be closed December 23-26, 2022, and January 2nd.

While being a commissioner yields no better reward than to watch the program work, preparing our youth to become good young adults, we also have an important awards program to help train, motivate, and retain our commissioners.
We have some changes to our commissioner awards:
The awards were updated to reflect the idea that commissioners should work collaboratively with unit leaders to deliver a high quality program that attracts and retains youth and leaders. The culture statement Be the Heart • Build Relationships • Change Lives is integrated into the requirements, recognizing that relationship building is fundamental to unit success.
Commissioner Arrowhead – integrated assistant positions into the same pdf (DC/ADC, CC/ACC, etc.) since the requirements and expectations were similar. Once the award is earned at any level, it can continue to be worn on the commissioner’s uniform.
Commissioner’s Key – has been simplified to 1 form regardless of position.
Commissioner Award of Excellence – this is the most significant change. This award is accessible to more commissioners, encourages an ongoing relationship with the units, requires developing a Unit Service Plan with the unit and relies on commissioner’s efforts with the unit rather than JTE scores.

Thank you to the many of you that were able to attend last night’s commissioners meeting. Attached is the PowerPoint from the meeting. I have also attached the last recharter report that John Hearrell had sent out. Additionally, we talked about last night the different annual charter agreements. I have attached the 3 versions that we have talked about last night, and then a summary of what I had seen that was different in the newest version. Below is my quick notes on which version to use.
1. “Annual-Charter-Agreement-Charter-Organizations_8.26.2022.pdf” – This is the primary form that we should use. This is the most up to date information that applies to most chartered organizations in the council.
2. “Annual Charter Agreement to use with the Catholic Chartered Units in Fort Worth Diocese.pdf” This is an older version of the charter agreement that the Fort Worth Diocese has requested to continue to utilize. The use of this form has been approved to use by national and should be used for those catholic charted units.
3. “BSA.UMC Updated Affiliation Agreement_8.26.22 (3).pdf” – This is the BSA UMC Affiliation agreement. This should be used by units that the council will be the charter for these units and are still meeting at a UMC church. If a unit is chartered by another other organization besides the council, and they are using a Facilities Use Agreement, they should use the Annual Charter Agreement indicated in bullet point 1.
If an older annual charter agreement has already been submitted, we will accept to. We would like to utilize the forms attached in this email going forward.

Tom - So as noted the focus of the meeting tonight was recharter and all in all Lone Star right near the top (about #4 of the 13 Districts) – You did just miss on a gift certificate which went to the top 3 District’s Commissioners for which you can blame me – four of the six units that have not initiated their recharters are mine (The six are P435, Troop 351B, Troop 351G, Troop 2716, as well as Troop 147 and Troop 3). I will get after them tonight but we are a lot better than most districts but here are the takeaways from the meeting that affects us:
1. FIRST AND FOREMOST IS THE FORM-FILLABLE RECHARTER AGREEMENT THAT WAS SENT OUT IN JOSE’S EMAIL IS NOT/NOT THE CORRECT ONE. The one that was sent via email on 11/8/22 at 1:25pm does not address the insurance agreement (that is how it is different from the one sent out). Scott said he will send the correct one out to you/us. I am not sure what we should do for those units who have already signed and turned in the form that was sent out on 11/8 (I am aware that Pack/Troop 2716 and Pack/Troop 528 have already done theirs) – not sure if the old ones are fine or if they need to be re-signed. Also there is apparently a different charter form for the former UMC units who continue to meet at the UMC facility but with different Charter Org or LHC as Org. I think that affects about 40% of the units in our district but hopefully you and those unit key 3 are aware of the UMC situation and their unique recharter process – I am unfortunately am not as I think the info was only sent out to the key 3 of former UMC units. And finally, for Pack/Troop 180 which are chartered by St. Rita’s Catholic Church, they have a third recharter agreement form (last years as I understand it) which they will turn in – different from the other two (Reg & UMC). Definitely something that needs to be sorted out ASAP..
1. In almost every recharter completed so far, there have been issues to address (mostly having to deal with YPT or $$). So there was an emphasis on the whole sooner than later point as it seems it will be easy for the clock to run out trying to address issues if recharter is not turned in any later than say 10 December. Something to emphasize with units.
1. There is only two months (Nov/Dec) remaining for Commissioners to make sure all their units have the 6 contacts and 1 detailed assessment recorded. I think we were at 80% complete.
Fred and I mentioned about District new Unit efforts for Castleberry, White Settlement, and Lake Worth during the district comment portion. Next Commissioner Cabinet meeting will be 15 December.
